According to Reuters, Congo and Rwanda have signed a peace and security agreement in Washington, D.C., brokered by the United States and Qatar. The agreement follows efforts by Qatar to end the conflict in eastern Congo, fueled by the M23 rebels, who are believed to be supported by Rwanda.
